Abstract

Judicial corruption undermines the rule of law, erodes public trust, and hampers access to justice. However, efforts to combat judicial corruption must be carefully balanced to preserve judicial independence, a cornerstone of democratic governance. This study explores the intricate interplay between judicial accountability and independence within the district judiciary of Faisalabad, Punjab. Using a qualitative case study approach, the research examines instances of corruption, the effectiveness of existing accountability mechanisms, and the challenges in maintaining an impartial judiciary. Data is gathered through interviews with legal practitioners, judicial officers, and litigants, alongside an analysis of judicial oversight frameworks in Pakistan. The study highlights the structural and procedural deficiencies in combating judicial misconduct while ensuring non-interference in judicial decision-making. It further assesses the role of the Lahore High Court, bar associations, and anti-corruption bodies in addressing the issue. The findings underscore the need for a reformed accountability framework that strengthens internal disciplinary mechanisms without compromising judicial autonomy. The study concludes by proposing policy recommendations to enhance transparency, enforce ethical conduct, and strike a balance between judicial accountability and independence.
