Abstract

This study examines the socio-economic applications of the Islamic waqf (endowment) model in Pakistan, analyzing its historical significance, current impact, and potential for addressing contemporary challenges. The research explores how the waqf system, deeply rooted in Islamic tradition, can contribute to sustainable socio-economic development in Pakistan, particularly in areas such as poverty alleviation, education, healthcare, and community support. The study employs a mixed-methods approach, combining historical analysis, case studies, and comparative assessment to evaluate the governance structures, regulatory frameworks, and institutional challenges affecting waqf management in Pakistan. The paper begins with a comprehensive overview of the waqf institution, its principles, and evolution in the Islamic world, followed by an in-depth analysis of its implementation in Pakistan. Through critical assessment of both successful and underutilized aspects of waqf institutions, the research highlights the role of religious philanthropy in augmenting state efforts in social welfare. The study also investigates modern innovations and reforms in waqf governance, examining their potential to enhance effectiveness and socio-economic impact. Findings reveal significant opportunities for revitalizing dormant awqaf properties, improving transparency in management, and leveraging technology for monitoring and distributing waqf resources. The research concludes by proposing a strategic framework for revitalizing the waqf model in Pakistan, emphasizing the need for legal reforms, public awareness campaigns, and multi-stakeholder collaboration between the state, civil society, and religious institutions. This study contributes to the growing body of literature on Islamic finance and social welfare systems, offering valuable insights for policymakers, practitioners, and researchers interested in harnessing religious endowments for inclusive development and poverty reduction in Muslim-majority countries.
