State Responsibility to Protect Against Gender Discrimination in Pakistan: A Human Rights Perspective

Despite Pakistan’s constitutional and international commitments to gender equality, gender-based discrimination remains entrenched in the country’s legal, political, and social structures. This research article investigates Pakistan’s obligations under international human rights law, constitutional mandates, and statutory frameworks to protect against gender discrimination. The research examines the extent of state responsibility, evaluates existing mechanisms, identifies implementation challenges, and provides policy recommendations to strengthen gender justice. A doctrinal legal methodology is adopted, relying on primary legal instruments, scholarly literature, and judicial interpretations.
